Dedicated to Dignity, Independence, and Quality Care
At ZadkeilCare, care starts with seeing the whole person — not just a diagnosis or support level.
How ZadkeilCare Began
ZadkeilCare was founded by a team of healthcare professionals who spent years working inside Maryland's developmental disability service system — and who saw, firsthand, the gap between what residential care could be and what it often was.
Too many group homes operated like institutions. Routines were dictated by staffing convenience, not resident preference. Meals were standardized. Activities were limited. And the people living there — adults with complex needs, personal ambitions, and rich inner lives — were treated as cases to manage rather than people to support.
ZadkeilCare was built to be different. We designed our agency from the ground up around one question: What would this feel like if it were truly home? That question shapes every decision we make — from how we train our staff, to how we plan meals, to how we structure a resident's day around their own goals and preferences.
"To enhance the quality of life, independence, dignity, and overall well-being of every resident by delivering person-centered, clinically informed, and community-focused residential services in a safe, nurturing environment."— Our Mission
Our Core Philosophy
Three principles guide every aspect of how we operate — from daily care routines to long-term planning with families and coordinators.
Unconditional Respect
Every resident has the right to make choices about their own life — what to eat, what to wear, how to spend their day. We honor individual preferences, cultural backgrounds, religious practices, and personal rights in every interaction. Dignity isn't something we grant; it's something we protect.
Safety & Stability
A true home is a place where you feel safe. We provide structured, predictable routines paired with secure housing, round-the-clock medical oversight, and emergency preparedness protocols that residents and families can rely on — day or night, 365 days a year.
Opportunities for Growth
We believe every person can learn, develop, and surprise you. Our programs encourage self-advocacy, life-skill development, community participation, and meaningful daily engagement. We set goals with residents, not for them — and we celebrate every step forward.
Our Standards & Compliance
Families trust us with their loved ones, and we take that trust seriously. Our operations are governed by rigorous state and federal standards designed to protect resident safety, privacy, and quality of care.
| Regulatory Body / Standard | Purpose & Oversight |
|---|---|
| Maryland Office of Health Care Quality (OHCQ) | RSA licensure, health & safety compliance, operational monitoring, and routine facility inspections |
| Developmental Disabilities Administration (DDA) | Service plan alignment, quality assurance reviews, waiver program standards, and outcome reporting |
| HIPAA Confidentiality Guidelines | Complete privacy and protection of all resident personal health information across every communication channel |
Our Staffing Excellence
Our team is the heart of ZadkeilCare. Every direct support professional and clinical staff member undergoes comprehensive background checks and mandatory training before they ever interact with a resident. Required certifications and training include:
CPR and First Aid Certification
Abuse, Neglect, and Exploitation Prevention Training
Positive Behavioral Support Interventions
Emergency Preparedness & Fire Safety
Medication Administration Training (Certified Medication Technicians)
Person-Centered Planning & Documentation
Beyond these requirements, we invest in ongoing professional development. Our team participates in regular in-service trainings, case conferences, and continuing education — because the quality of care is only as strong as the people delivering it.
